Far from the Soviet collapse being a "democratic" one, CIA documents of the time show that it was due mainly to a too-fast transition from a command economy to a market-based one. This transition occurred because of the apirations of a section of the bureaucracy, represented by Yeltsin, to transition to an oligarchy on the US model, where the ruling class, not the government, owned the property. This was accomplished after the collapse of the USSR by Yeltsin's regime in Russia, after crushing the elected Parliament with tanks, by creating a new class of oligarchs, and destroying Soviet industry - Russian GDP fell to a quarter of its 1990 level within a few years.
